■□剧情简介■□
乾隆八年，一场“金殿验鸟”引出匿灾不报、贪绩婪财的惊天巨案，暴露大清国粮田萎缩、粮仓空匮的危机。因病归乡的刘统勋奉命出山，带领谷山、杜霄等新上任的年轻干臣，冲出重围，以颅为典，执行乾隆的开荒增田大策。苦干两年后，粮田转危为安，国家经济逐渐恢复元气。然而，以讷善、潘八指为首的贪腐势力，公然挑战新修的“禁丈”法律，借开荒之名，升科收税，残酷盘剥垦民，使乾隆的垦殖大业功亏一篑……
