Delphi case: The couple under the bridge conundrum

Who is this mystery couple and why are they not listed in the affidavit? Were they there after the fact by coincidence? Why did none of the other witnesses listed in the Richard Allen probable cause affidavit besides Derrick German see flannel shirt guy?

I am NOT accusing ANYONE of ANYTHING. I am simply pointing out that these are massive questions the prosecution MUST be prepared for from the defense once this goes to trial.
