Modify Monitors VRR Range for SMOOTHER Lower FPS Experience

So today I wanted to experiment what would happen if we modify monitor variable refresh rate range (VRR Range) to a lower value than the monitor has.

Can this actually fix sub 40fps experience to be more smooth and tear-free?
