In the most recent dev talks, the New World devs talked about the ways you can currently get BiS gear or good 3 perk gear. They expressed that they aren’t happy with many of the current solutions.

In the future the want to make Best in Slot a lot more achievable through different ways of playing. It appears that in crafting in particular, we will be guaranteed or almost guaranteed to get certain BiS gear pieces for maxing the crafting skill. But especially the PvP track will also get much better gear and PvE rewards are meant to become more meaningful as well.
