Why is THIS is the most popular GPU?

Last month the rtx 3060 was topping the chart for the most popular gpu on Steam. The rtx 3060 is a great gpu, has no issue playing the vast majority of modern games, and it has a whopping 12gb of vram, so it has a lot going for it. But now the GTX 1650 is the top GPU?
