What is Early HTA?

Early HTA can be thought of as a reordered version of HTA. Why?

Traditionally, HTA or health technology assessment is usually conducted to help inform government’s coverage and reimbursement decisions, or pricing negotiations after the technology has become available in the market or received FDA approval.
Whereas, early HTA takes place at an earlier phase of a health technology’s life cycle, before or during the technology development process.
