First, climb up the stairs to the clock tower and interact with the clock face to start the puzzle.

You’ll need to rotate the clock hands to set the correct time. Look for clues around the area to figure out what time to set. For example, there’s a poster near the tower entrance that shows a clock with the hands pointing to 4:00.

Rotate the minute hand (the longer hand) until it points to the 12 at the top of the clock face.

Next, rotate the hour hand (the shorter hand) until it points to the 4 on the clock face.

Once you’ve set the correct time, you’ll hear a chime and the clock face will open up to reveal a hidden compartment.

Jump over to the balcony on the other side of the tower and interact with the mechanism there to rotate the tower.

Keep rotating the tower until you can jump back over to the original balcony and climb up the newly exposed ladder.
