Indiana police arrested a suspect in connection to the 2017 killings of two teenage girls from Delpi, Indiana. “The arrest of Richard Matthew Allen of Delphi on two counts of murder is sure a major step in leading to the conclusion of this long term and complex investigation,” Supt. Doug Carter said Monday.
